In Bulacan towns you’ll notice several shops selling unbranded soap, detergent, fabric conditioner, and dishwashing liquid. I assumed these were all surplus from soap plants in that province but the lady from one shop said these are products by TESDA students. I also saw repacked branded ones like Ariel detergent powder. These came from damaged packaging according to the same lady.
